Add Sámi characters

@Yupik: Hi! If you copypaste the following into this page, Sámi characters (and the special Norwegian and Swedish characters) will be added to the easy acces for special characters when people use VisualEditor (by clicking the Omega button in the toolbar at the top).

If there are other characters that should be added as well, please add them (or let me know if it's complicated; there's a special syntax for encapsulating things, like in between « and »). PS!
