@Yupik: See my thoughts and please share what you think T235608. My thought is that we should have good data i Wikidata and then is up to every Wiki to decide of they should use templates or not using data from Wikidata.. Please share if you think we should have some specific data in Wikidata to make an "empty article" worth creating.
